Europe, States, Territory: A constructive dialogue!

On 14 May 2019, the Euro-Institute organised an event at the European Parliament to enable cross-border actors to meet their interlocutors at national and European level in order to improve the dialogue in both directions: to find out how to obtain information and to report questions or problems.

After a presentation by Josha Frey, President of the Euro-Institute, the 50 participants were able to discuss with the President of the Committee of the Regions, Karl-Heinz Lambertz, Olivier Baudelet of the European Commission, Caroline Huck-Hiebel – accredited assistant to Anne Sander, Joël Girard of the Permanent Representation of Baden-Württemberg in Brussels and Philippe Voiry – Diplomatic Advisor to the Prefect of the Grand Est Region.

The discussions, moderated by Anne Thevenet, clarified several points: participants were thus able to better understand the role of lobbies. They were also informed that part of the ERDF would be devoted to cross-border projects or that approximately 15% of INTERREG funds should be dedicated to governance, institutional capacity building, obstacle solving or micro-projects in the next programming period. Moreover, if the actors present all expressed their wish to see the ECBM (European Cross-Border Mechanism) come into being, Philippe Voiry was able to reassure us by explaining that the right of derogation mentioned in Article 13 of the Treaty of Aachen would in any case allow such a system to be set up at the Franco-German border.

Finally, the three complementary and dedicated cross-border networks, AEBR (Association of European Border Regions – https://www.aebr.eu/en/index.php), MOT (Mission Opérationnelle Transfrontalière – http://www.espaces-transfrontaliers.org/) and TEIN (Transfrontier Euro-institut Network coordinated by the Euro-Institut – http://www.transfrontier.eu/), were able to recall the concrete services and assistance they can provide to the actors.
