European Cross-Border Symposium and the foundation of the Cross-border Network for Applied Research and Training

On March 2nd, 2011 a “European Cross-Border Symposium“ was held in the Congress Center Villach with some 170 participants from Carinthia, Slovenia, and Friuli Venezia Giulia. It was hosted by the Carinthia University of Applied Sciences and its Research-Center ISMA in collaboration with Slovene and Italian partner institutions – the Faculty of Administration of the University Ljubljana, and ForSer Formazione per la Pubblica Amministrazione (Pasian di Prato/Udine).

In order to firstly reflect on cross-border cooperation in the Alps-Adriatic region within a broader European context, experts from different good practice regions were invited to present institutions, initiatives, and projects of particular interest to the local border-region.

The results of a survey conducted by the collaborating institutions were presented for the first time at the symposium, providing clear evidence of the need for action to be taken within the region by relevant actors from business and public life. The survey showed the current status-quo as well as the future potential of cross-border cooperation between Carinthia, Slovenia, and Friuli Venezia Giulia. All respondents of the survey – independent of nationality – expressed a desire to further cross-border cooperation. At the same time, however, participants complained about complicated procedures and a lack of assistance at different levels, indicating skepticism that the existing potential of cross-border cooperation for Carinthia and its neighboring regions would be realized to its full capacity over the coming years.

Against this background, and as one of the main highlights of the conference, the Carinthia University of Applied Sciences and its Research-Center ISMA and the Slovene and Italian partner institutions agreed to intensify their scientific cooperation in the signing of a Memorandum of Understanding establishing a tri-national Cross-border Network for Applied Research and Training for the border region. On behalf of Carinthia, an important signal of support for the network was given in the co-signing of the memorandum by the Carinthian Government, represented by regional councilor Dr. Josef Martinz, and the Carinthian Chamber of Commerce, represented by President Franz Pacher. The Cross-border Network for Applied Research and Training (CBN-ART) hopes in future to make a valuable contribution to the development of cross-border cooperation between Carinthia, Slovenia, and Friuli Venezia Giulia.
